Org. Setting and Reporting This position is located in the ILPES (Latin American Institute for Economic and Social Planning) of the Economic Commission for Latin America and the Caribbean ECLAC.
The Senior Research Assistant reports to the Chief of ILPES. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations.
It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities.
Please visit our website at www.eclac.org for further information. Responsibilities Under the direct supervision of Division Director, the Senior Research Assistant will be responsible for the following duties :
A) Substantive support to the Chief of ILPES. Supports the elaboration of presentations and undertakes research regarding what has been produced in the Organization and in ILPES to ensure alignment of key messages and the updating of information and graphics.
Follows up and supports the organization of the biennial meeting of the Regional Council of Planning and the Board of Directors of the RCP.
B) Together with the other members of the team, participates in ILPES' technical cooperation programs focused on development planning, territorial planning, foresight, and land use polices.
i) Elaborates proposals and methodological applications for technical cooperation activities on planning and public management.
ii) Carries out field activities and workshops included within technical cooperation programs on planning for development.
This task implies the application of methodologies, the elaboration of research presentations and the answering of methodological and concept consultations from courses' participants.
iii) Systematizes and writes reports and conclusions on field activities.
iv) Negotiates and manages cooperation projects with public institutions and donors.
C) Responsible for delivering lectures in training courses and for the elaboration of training materials on planning for development and public management.
i) Prepares pedagogic material (concept and methodological contents).
ii) Coordinates courses.
iii) Evaluates courses' impact.
D) Participation in research work on the 2030 Agenda for Sustainable Development, SDGs and the Observatory of Regional Planning.
i) Writes and systematizes reports, documents and specialized research on the experiences of the Agenda 2030 and its alignment with the national, subnational and sectorial plans.
ii) Prepares pedagogic material for training courses, assesses its impact and reports its results.
E) Contributes to the development and preparation of the e-learning program of ILPES
i) Contributes in the design and elaboration of distant education material (methodologies, pedagogic contents, brochures, etc).
This task implies defining the goals of the courses to be carried out, as well as the contents, the pedagogic activities, the standards to be applied, the applicable technologies, the competencies to be developed, and the learning education mechanisms of such courses.
ii) Contributes to the e-tutors instruction, management and coordination.
iii) Contributes to the planning, coordination and organization of e-learning courses according to annual estimation demand, applications received and number of e-tutors available.
iv) Supports the development and strengthen of the substantive and semantic nets of former students.
F) Performs other duties when required. Competencies
Advanced knowledge on the use of computer programs such as Exelearning, Raptivity, Articulate : Engage and Presenter is desirable.
Knowledge of computer languages PHP, Apache Web Server and Presenter and MYSQL database is desirable. Managing technical networks is desirable.
Distant learning training is desirable. Knowledge of internal policies, processes and procedures in particular those related to the area of responsibility.
Ability to identify, extract interpret, analyse and format a wide range of data. Ability to research and gather information from a wide variety of standard and non-

Work Experience A minimum of ten years of experience in collecting and researching data across various areas of social and economic development or related area is required.
Experience in research and planning for development and public management is required. At least six years of experience in technical cooperation on training and development planning is required.
Relevant experience on methodologies of planning for development; public management principles, concepts and methodologies at the national, regional and local level is desirable.
Experience in providing technical assistance to technical governmental civil servants is desirable. Languages English and French are the working languages of the United Nations Secretariat.
For the post advertised, advanced knowledge of Spanish and English is required. Knowledge of the second language (English / Spanish) will be tested, unless it can be supported by a certificate from a recognized institution.
NOTE : ’Advanced level’’ equals a rating of ’fluent’’ in all four areas (speak, read, write, and understand) and ’Intermediate level’’ equals a rating of ’confident’’ in two of the four areas.
