Job Description (Roles and Responsibilities) Working closely with the Head of Corporate Services, the Deputy Head will provide effective Corporate Services to the wider Embassy platform, ensuring excellent delivery, value for money and robust compliance.

The Deputy Head of Corporate Services will be expected to deliver results both individually and through the leadership of the wider Corporate Services team.

Roles and responsibilities / what will the jobholder be expected to achieve?

Hands on delivery and managing others, ensuring efficient delivery of key corporate services, with a particular focus on finance, protocol and human resources.

  • Management of finance and procurement, with the support of 1 staff : Efficient, timely oversight and preparation of management information for submission to Hub, GTPC and HQ;
  • Robust supplier and contract management, sometimes on large and complex projects;Monitor MAP ( Management Assurance Process) compliance risks and contribute regular reporting to the Head of Corporate Services and Senior Management TeamResponsible for leading on all finance related process including;
  • management of posts operational budget, forecasting, reconciliation and all other finance related processes. Working proactively with budget holders and the Head of Procurement to ensure accurate, timely and evidence based forecasts are produced.

    Maintaining a clear overview of financial and compliance performance at post, proactively ensuring compliance with all financial risk management and audit requirements, escalating any identified risks with identified areas for improvement.

    Maintain strong working relationship with FCDO Regional Hub Account Manager for FinanceLead on Post bids for yearly Capital expenditure, ensuring full spend within timelines

    Oversee and develop a strategy for internal audit requirements and compliance with Data Protection Requests. Oversee CBS payroll, highlighting any anomalies and maintaining audit information.

  • Oversight and delivery of protocol and logistics, with the support of 2 staff : Leading on customs and protocol related matters, including VIP visits;
  • Building, maintaining links and liaising with key stakeholders, including the Chilean Ministry of Foreign Affairs and the local authorities, in support of official business needs;
  • Logistical support to the Embassy, diplomatic staff and families through the Protocol Officer and Community Liaison Officer.

    People Management, with the support of 1 staff : HR Operations : Operational delivery of local post HR policy, terms and conditions of service working closely with the Regional HR Hub.

    Ensure local compliance with global minimum standards incorporating and updating terms of conditions of service as required.

    Support Head of Corporate Services on contractual compliance with local labour law.

    In collaboration with HR Officer and HoCS, support the senior management team with workforce planning and updating of core HR data including retention rates, vacancy rates etc.

    Oversee and support Community Liaison and Protocol Officers to ensure coordination across full people agenda. Liaise with Country Based Staff Committee as required

    Recruitment, Induction and OnboardingWorking with hiring managers and the Regional HR Hub to manage local recruitment processes, overseeing job specifications and contract drafting.

    Support interview panel, ensuring compliance with FCDO recruitment policies. Own, review and update on boarding and exit processes and documents ensuring they are up to date and relevant.

    Lead on local induction processes. Manage local recruitment schemes including internships. Performance Management : Lead on a performance management workflow cycle, delivering guidance and teach in sessions for the three key points in the performance year.

    Working closely with the Regional HR Hub, manage local disciplinary and misconduct procedures, advise and guide post leadership on bullying, harassment and discrimination issues.

    Offer guidance and support to staff and line managers where required. Act as local performance management champion, working closely with global HR teams.

    Oversee performance management process for local staff, including supporting the Head of Corporate Services on the process of appraisal moderation.

  • Design and implement local reward and recognition policies. Other : Dealing with enquiries from and assisting staff on administrative procedures;
  • Deputising for the Corporate Service Manager as and when necessary;Any other duties as assigned by the Corporate Services Manager.

    Ability to manage suppliers and outsource delivery

    Strong interpersonal skills with proven ability to engage at all levels. Ability to challenges senior stakeholders. Strong problem solving and analytical skills.

    Strong organisational skills and keen attention to detail. Proficiency in MS Office tools, particularly Excel, Outlook, TeamsLanguage requirements : Language : English and SpanishLevel of language required : Fluent in both languages Desirable qualifications,skills and experience Human Resources ExperienceFamiliarity with Oracle based applications for finance / procurement.
