Within delegated authority, the Human Resources Assistant will be responsible for the following duties :

Recruitment and placement

  • Participates in the recruitment of candidates for staff and non-staff positions, including evaluating and screening applications of such candidates, preparing candidates' profiles, conducting roster searches for vacancies and identifying short-lists of candidates.
  • Assists in filling posts for all categories, including initiating and following up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities.
  • Assists in organizing and coordinating competitive recruitment examinations.
  • Oversees the maintenance of vacancy announcement files and tracking the status of vacancy announcements.
  • Reviews and processes personnel actions in the ERP system.
  • Advises staff and hiring managers on the recruitment of staff and non-staff matters.
  • Classification

  • Assists in reviewing and processing requests for classification.
  • Provides advice and answers general queries on classification procedures and processes.
  • Administration of entitlements

  • Reviews and processes requests for entitlements and claims.
  • Maintains Umoja entitlements reference tables.
  • Staff development and career support training

  • Assists in the organization and conducts training courses and workshops.
  • Provides logistics and administrative support to trainers.
  • General

  • Conducts exit interviews for separating staff and assists him / her in final arrangements.
  • Maintains HR related automated systems and applications including automated databases containing HR related statistics and contributes to the preparation of reports based on organizational needs and requirements for reporting and analysis.
  • Undertakes research on a range of HR related issues and assists in the preparation of notes / reports supporting more senior staff in their work on process improvement mechanisms

  • Contributes to the creation and maintenance of databases, contributes to data collection projects, products, tools and processes to extend the capabilities of client offices.
  • Contributes to the identification and analysis of patterns in data sets using various methods
  • Prepares written response to queries concerning HR related matters, including data sets upon request; responds to queries / requests and maintains / updates web pages.
  • Trains and provides supervision to new and lower-level staff in the unit.
  • Trains and provides support to client offices in recruitment of staff and non-staff.
  • Performs other duties as required.

    High school diploma or equivalent is required.

    NOTE : For positions in the General Service category, candidates are required to clearly indicate in their Applicant Profile (AP) relevant information confirming completion of High School.

    Work Experience

    Seven (7) years of progressively responsible experience in human resources management, administrative services or related area are required.

    Experience using ERP systems, such as PeopleSoft, SAP or other, to manage HR processes is desirable.

    Experience in maintaining and supporting the creations reports, information management, or related area is desirable.

    Experience providing training to client offices is desirable.


    English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC.

    For the position(s) advertised, fluency in English is required; and fluency in Spanish is required. Knowledge of another official United Nations language is an advantage.

    NOTE : Fluency’’ equals a rating of ’fluent’’ in all four areas (speak, read, write, and understand).


    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
