NSF’s NOIRLab is the preeminent US national center for ground-based, nighttime optical and infrared astronomy. The mission of NOIRLab is to enable breakthrough discoveries in astrophysics by developing and operating state-of-the-art ground-based observatories and providing data products and services for a diverse and inclusive community.
NOIRLab is a Federally Funded Research and Development Center (FFRDC) which operates as a matrix organization, providing services across a range of programs : Gemini Observatory, Vera C.
with approximately 400 employees at facilities in three geographic locations : Arizona, Hawai’i, and Chile.
The Safety Team as part of the Central Operations Services (COS) group, successfully works together to provide a safe, healthy, pleasant, and functional environment for all.
We have an opening for a full-time Head of Safety, Health, and Environment to support NOIRLab Operations. We are looking for a talented leader for a team of safety professionals supporting operations in Arizona, Hawai’i, and Chile.
In this role, you would provide expertise and leadership in the development, management, and oversight of the safety, health, and environmental (SHE) programs for NOIRLab in accordance with company policy and governmental requirements.
The main work location is at the NOIRLab facility on the University of Arizona campus in Tucson, Arizona, with some travel expected to NOIRLab sites in Chile and Hawai’i
The Head of SHE reports to and follows the directions of the COS Director and works closely with managers, systems engineers, local engineers, technical staff, administrative staff, and contractors in the implementation and verification of the SHE programs and plans.
The Head of SHE has the authority and responsibility to bring any matter of safety directly to the COS Director or NOIRLab Director as appropriate.
Essential Functions :
Leads the planning and implementation of organization wide SHE activities for NOIRLab, soliciting and incorporating input from the NOIRLab stakeholders, including domain experts from each of the constituent NOIRLab Programs and services.
Develops and implements a uniform NOIRLab safety, health, and environment program across all NOIRLab facilities.
Integrates into all NOIRLab processes safety, health, and environmental protections to safeguard all AURA / NOIRLab employees and equipment as well as visitors and the public.
Ensures the workplaces are compliant with all federal U.S. or local regulations, whichever are the most stringent.
Leads the safety team and works with all levels of staff, from site-based personnel through to senior NOIRLab leadership, to ensure a model safety culture across NOIRLab.
Working collaboratively with NOIRLab leadership, continually reviews requirements, policies, practices, and lessons learned and updates the SHE programs as appropriate.
Plans and implements programs to train employees in site safety practices, job hazard analysis, fire prevention, and correct life-cycle handling and management of chemicals, equipment, and other materials.
Ensures that employees assigned to specific tasks have been properly trained.
Coordinates and performs visits and inspections for safety compliance.
Promotes safety and health awareness through internal NOIRLab channels.
Represents SHE and NOIRLab with internal and external stakeholders, including giving presentations, attending meetings and taking part in reviews.
Develops a systematic process to collect data and analyze the causes of accidents and near misses and generates required reporting.
Discusses major safety incidents and accidents with NOIRLab leadership, and AURA Corporate senior management.
Implements initiatives to reduce and prevent accidents and exposure to occupational hazards.
Convenes and leads meetings of the NOIRLab Safety Council.
Assists in the development and maintenance of an NOIRLab physical security and access control plan for all base and mountain facilities and infrastructure.
Prepares and presents the plan and all recommended revisions for an annual review.
Demonstrates for all audiences a strong commitment to diversity and inclusion.
All AURA employees are responsible for the proper management and control of all AURA property within their work area, whether assigned to them or someone else.
This responsibility includes reporting any known missing, stolen, or non-working property in their work area to their supervisor or the AURA Property Officer.
Responsible for ensuring compliance with government award terms and conditions assigned to this position or subordinates of this position as defined in the Vela Award Management system
Required Education / Experience / Skills / Abilities :
A Bachelor’s degree, in the field of Occupational Safety and Health, Engineering or other relevant field
Proven leadership capacity and experience leading a safety, health, and environment function across a multi-site environment.
Success in advocating for diverse and inclusive teams and work culture
Solid verbal and written communication skills; ability to clearly communicate at all levels with the organization
A minimum of 5 years of progressively responsible experience leading a safety, health, and environment function, with additional experience preferred
Must have a valid Driver’s License; clean driving record; ability to drive a vehicle
Must be able to travel internationally, including complying with all travel requirements
Preferred Education / Experience / Skills / Abilities :
Certified Safety Professional (CSP) or comparable
Safety management experience with a multi-national organization
Safety management experience of a geographically distributed team

Kitt Peak : Able to climb stairs and work at 6,800 feet altitude
Mauna Kea : Ability to work at 14,000’
Cerro Pachon : Ability to work at 8,900’
Cerro Tololo : Ability to work at 7,300

COVID-19 Policy Update : AURA has implemented a mandatory vaccination policy that requires all employees to be vaccinated including being up to date on boosters, unless qualified for an exemption based on medical or religious reasons.
All new employees will be required to comply with this policy and will be required to present proof of full vaccination or submit a completed request (including supporting documents, if applicable) for an exemption at least five (5) business days prior to their start of employment.
Individuals who fail to meet this deadline may have their employment start date delayed.
This is a requirement for all employees working onsite or from home (telework or hybrid remote work schedule). Currently the vaccination requirement does not apply to any future AURA employees working in Chile, regardless of their nationality or type of contract.
AURA currently offers a mix-model workspace (office & virtual) and stimulating environments for all, with most staff working virtually from home during the COVID-19 crisis through Spring 2022.
