Org. Setting and Reporting This position is located in the Regional Office for South America of the High Commissioner for Human Rights (OHCHR) in Santiago, Chile.
The incumbent will operate under the overall guidance of the Regional Representative for South America and the direct supervision of the Deputy Regional Representative for South America.
Responsibilities Within delegated authority, the Human Rights Adviser will be responsible for the following duties :
Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues.
Ability to identify sources for data collection, research, analyse information, and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment.

A first-level university degree in combination with two more years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of five (5) years of progressively responsible experience at the national and international levels in the field of human rights, with development and / or humanitarian experience is required.
Experience in the United Nations common system, state or governmental entities, related to international human rights standards, is desirable.
Experience in national or domestic laws and policies, in accordance with international human rights standards, is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Spanish and working knowledge of English are required.
Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
