Background

IESC the International Executive Service Corps is a U.S.-based nonprofit that seeks private enterprise solutions to problems of poverty in developing countries and around the world.

By providing a mix of technical assistance and volunteer expert support, IESC works with emerging industries, financial institutions, and governments to stabilize economic environments, increase opportunity, and promote growth.

The USAID funded Workforce and Higher Access to Market (WHAM) Activity is a three-year program that aims to stimulate job creation by advancing Bosnia’s trade integration with and expansion into the European Union and regional markets.

The activity will accomplish this primarily via grants with SMEs. This activity aims to increase exports by 30 percent for assisted enterprises and create over 1,000 new jobs, half of which are for youth and 20 percent are for women.

WHAM will improve the capacity of high-growth and exporting or export-ready small and medium enterprises via grants focused on three intervention areas :

  • Improve workforce in targeted sectors (metal processing, wood processing, and textiles / footwear).
  • Increase market access.
  • Improve product quality (including new technology related to quality management and certification) and capacity building.
  • Problem Statement and Objectives of the Assignment :

    Numerous locations throughout Bosnia and Herzegovina are in need of more economic support than other areas, as there is a very low level of business activity.

    Technology parks and business incubators, when designed correctly in a collaborative methodology that leverages community input, can be helpful in initiating and building the private-

    sector. It is imperative to create, properly manage, and promote places where technology, entrepreneurship, knowledge, innovation, and creativity are combined to encourage the process of creating visions, ideas, and added values.

    Technology parks can create links between all sorts of stakeholders and ventures. These facilities and concepts need well-

    organized leadership and guidance that is experienced and knowledgeable.

    The WHAM activity is seeking a seasoned professional that will help steer a technology park / business incubator and help establish its services, capacities, and competencies with providing a boost for local SMEs and community stakeholders.

    Tasks :

  • Provide support, counseling, and expertise to a technology park or a business incubator in everyday operations in technical and managerial capacity (depending on the candidate’s qualities);
  • Cooperate with founders and managers (and ultimately with tenants) of a technology park or a business incubator;
  • Deliverables :

  • Within one month from the beginning of the engagement, the selected expert should be able to give a strategic overview and discuss it with the WHAM team to develop guidelines for the rest of the assignment; and,
  • Monthly reports with situation scans and suggestions for improvements are to be mandatory on 10th of each month
  • Qualifications :

  • At least 10 years of total work experience, of which at least 5 years of work experience in supporting, running and managing technology parks or business incubators;
  • Advanced teaching and or presentational experience and skills are appreciated :
  • Training skills, including participatory training in group settings - candidates with a track record of successfully executed trainings and workshops will have priority;
  • Experience in SME management and startups is appreciated;
  • Ability to work effectively in cross-cultural contexts; prior experience working overseas especially in Bosnia and Herzegovina and / or the Balkans is helpful;
  • Self-motivated, proactive, detail-oriented, mature, professional team player, who is a strong people person and communicator, with good interpersonal skills;
  • Well-developed writing skills in English and the ability to express one’s self clearly and concisely;
  • Good computer skills in MS Office.
  • Expert Support :

    IESC provides comprehensive support to experts before, during, and after the anticipated assignment in Bosnia and Herzegovina. Support to include :

  • All travel and logistics arrangements and costs to be provided by IESC including airfare, visas, medical examination, medevac and emergency travel insurance, and transit expenses;
  • Project management and oversight from the home office in Washington, DC;
  • All accommodations, transport, meals, and incidental expenses throughout the duration of the assignment;
  • Translation and communications support, if needed;
  • Follow up and administrative support for the production and dissemination of the final report and deliverables for the project.
